Are NYC teachers allowed to yell at students?

I am interested in the actual rule on this.

What document and/or publication do I need to look at to see if yelling in NYC schools is allowed and what are the penalties that the UFT and/or Department of Education imposes on teachers that yell and otherwise humiliate students in class?

At my my kids rural elementary school there were two female teachers who regularly shrieked and screamed at kids, you could hear them on the first floor screaming on the second. It was common knowldege that this school had the "teacher rejects" from the schools in town (it is a county wide school district run by the town). Having moved here from a more affluent, upscale suburban district in another state I was shocked by the antics of the administration and staff. I later realized that this is typical treatment for "poor" schools from the wrong side of the tracks, poor neighborhoods, etc. I had simply been sweet talked and "handled" in my previous district. The rural area just made no attempt to trick you into thinking they were "your schools". They were very upfront that the schools were THEIRS and THEY controlled your kids' futures and they would see that YOU paid out the nose for it (the districts are also taxing entities here and at that time could write themselves a blank check on property owners). The implications were obvious. That was when I began researching "school reform", found JTG and had the sickening realization of what the "schools" ARE.
