Message:		Hard to give advice without knowing what part of the world you are in or the type or size of the job but they are likley to be legally responsible for anyone working there anyway if thay have control of the site. Before you engage any contractors you should insist on a safety Plan (which includes labourers)and get copies of their workers comp and public liability insurance certificates. You should induct them before they start and point out this responsibility in the induction - get them to sign off on it.
